This fellowship is designed to enhance skills in oceanographic observations rather than research methodologies. Its primary objective remains the advancement of sustained ocean observations and their applications, offering participants the chance to undertake short-term (1 to 3 months) training at various oceanographic institutions worldwide, covering diverse aspects of oceanographic observations, analysis, and interpretation.

Requirements:
- This opportunity is open to scientists, technicians, postgraduate students (preferably at the PhD level), and post-doctoral fellows from developing countries and countries transitioning their economies, engaged in oceanographic endeavours.
- Candidates must hold citizenship in developing or transitional economies, as delineated by the Development Assistance Committee (DAC) of the Organisation for Economic Co-operation and Development (OECD).
Selection Procedure
The selection procedure is based on numerous criteria, like :
- The quality of the application.
- The relevance of the application to the priority areas outlined in the Fellowship Announcement, such as emerging and cost-effective technologies for ocean observations, physical, biological, and biogeochemical sensors on floats and gliders, floating litter observations and modelling, open and coastal ocean observation, modelling, and management, data management and time series analysis, underwater sound, acoustic observations, and modelling, optical measurements of living and non-living particles, fixed-point time-series observations contributing to OceanSITES, OBIS, IODE Ocean Data Portal, WOD, and other shared data systems, and large-scale operational biological observations including biomolecular and biodiversity.
- Demonstrated evidence that the training will contribute to capacity-building with potential long-lasting effects on regional observations.
- The importance of maximizing regional distribution of the awards.
