These programs offer one-year and two-year master’s programs, as well as three-year doctoral programs, with the aim of educating skilled professionals in various fields such as government, trade, foreign affairs, agriculture, technology, education, culture, and health. The objective is to enhance intellectual capacity and promote economic and social development in recipient countries. These programs provide support to governmental officials, research fellows, and senior managerial personnel for their master’s and doctoral education in China, all conducted entirely in English. Admission criteria include holding a bachelor’s degree, relevant work experience, and adequate physical fitness, essential for the rigorous curriculum of these degrees. The programs play an increasingly vital role in fostering economic cooperation between China and the students’ home countries, garnering significant attention from host governments.
The MOFCOM Scholarship, established by the Ministry of Commerce of the People’s Republic of China, aims to enhance communication and cooperation between China and other nations while nurturing talent in developing countries. Since 2015, the MOFCOM Scholarship primarily supports young and middle-aged talents from recipient countries to pursue postgraduate education in China, with the China Scholarship Council entrusted to oversee the administration of the Scholarship.
Benefits of the MOFCOM Scholarship include:
- Exemption from tuition fees, teaching materials fees, research and survey fees, and English-taught program allowances.
- Free on-campus accommodation.
- Monthly stipends of 36,000 RMB per year for master’s students and 42,000 RMB per year for doctoral students.
- A single resettlement fee of 3,000 RMB per individual.
- Free medical insurance for international students.
- One-time round-trip international airfare for students (upon enrollment and graduation), with a maximum of “n-1” round-trip international airfares for home visits per academic year.
- Compulsory annual reviews, with students passing the review eligible to continue receiving full scholarships in the following year.
- Other expenses are managed and utilized by the Ministry of Commerce or the universities collectively and are not disbursed to students. Financial assistance is provided only for the duration of the enrolled academic program, and students who postpone graduation will not receive continued sponsorship.
Eligibility Criteria:
To be eligible for consideration, candidates must fulfill the following criteria:
- Citizenship: Applicants must be citizens of developing countries other than the People’s Republic of China and must be under the age of 45 (born after September 1, 1974).
- Health: Applicants must be in good physical and mental health, verified by a physical examination report issued by a local public hospital, and must not have any of the following conditions:
- Health conditions restricted by Chinese Entry-Exit Inspection and Quarantine Laws and. Regulations.
- Severe chronic diseases such as high blood pressure, cardio-cerebrovascular disease, diabetes, psychological disorders, or other infectious diseases that pose a threat to public health.
- Recuperating from significant surgery or acute illness.
- Severe physical disabilities.
- Pregnancy.
- Work Experience: Applicants must have a minimum of three years of working experience.
- Educational Background: Applicants must hold a bachelor’s degree when applying for a master’s program and a master’s degree when applying for a doctoral program.
- Relevant Background: Preference is given to applicants with a relevant educational background or working experience related to the applied program.
- Professional Status: Applicants must hold positions as public officials at the division level and above (or equivalent), senior management staff of organizations and enterprises, or academic professionals at universities and research institutions.
- English Proficiency: Applicants must demonstrate proficiency in English equivalent to IELTS 6.0 or TOEFL 80 and above
- Professional Development: Applicants must show potential for professional development and a commitment to promoting friendly exchanges and cooperation between the host country and China.
- Scholarship Status: Applicants must not be currently studying in China or admitted to other scholarship programs provided by the Chinese government.

- Photocopy of the highest diploma.
- Photocopy of academic transcripts.
- Study Plan or Research Proposal (minimum of 400 words).
- Two recommendation letters, one from the current employer and one from an academic perspective.

Application Procedure:
Step 1: Visit the “CSC Study in China” website and click on “Scholarship Application for Students” at http://www.campuschina.org. Create an account by clicking on [CREATE AN ACCOUNT] and log in with your credentials.
Step 2: Fill in Personal Details. Click on “Edit Personal Details” and complete the required information. Verify and save the details. Afterward, return to the previous page by clicking “Finish” and proceed to fill in your application details.
Step 3: Choose the appropriate “Program Category.” Select Program Category “Type A” (Only for MOFCOM Scholarship-CSC Program applicants).
Step 4: Provide the correct Agency Number. Your Agency Number is: 00010 (Only for MOFCOM Scholarship-CSC Program applicants). Both the Program Category and Agency Number are mandatory for online application. Scholarship authorities will inform qualified candidates of the program category and agency number for application.
Step 5: Fill in Application Information. Proceed to the “Language Proficiency and Study Plan” section and upload the required “Supporting Documents.” Ensure all information and uploaded documents are accurate and valid before clicking “Submit” to complete the application.
When selecting preferences for institutes in the “Type A” application, the system will automatically match available universities based on the selected student category, preferred teaching language, and desired major. Step 6: Amendments cannot be made to “Personal Details” and “Application Information” once submitted. However, before processing, applicants can withdraw the application and make edits. After withdrawal, the application must be resubmitted for processing. Once processed, applications cannot be revoked.
Step 7: Print the Application Form and download it.
Step 8: Submit the scholarship application according to the requirements of the dispatching authorities or application processing agency.
